These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Iberia.
REQUEST FOR
RELEASE OF FUNDS
On or after March 4, 2024 at least one day after the end of the comment period Holley Dake, Mayor of Iberia will submit a request to the State of Missouri Department of Economic Development for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), to undertake the following project:
Project Title: City of Iberia-Wastewater Project
Purpose: This project will eliminate grinder pumps, upgrade three lift stations, and bring the lagoon wastewater treatment into compliance with the newly issued Missouri State Operating Permit (MSOP) limits.
As many grinder pumps as possible will be eliminated and replaced with gravity sewer extensions. This will save the city $50,000.00 a year in grinder pump maintenance.
Smoke tests of the gravity mains will be conducted to determine where there are specific defects in the collection system.
The lift station repairs will include replacing inoperable pumps and the replacement/rehabilitation of valve pits that are corroded. Reconstruction of the West Main Street lift station will be completed to eliminate the flooding of the facility when heavy rains occur.
A NitrOX process will be used to make the current lagoon compliant with MSOP limits.
Locations: All work being performed is located within the city limits of Iberia.

FINDING OF NO SIGNIFICANT IMPACT
Holley Dake, Mayor of Iberia has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Iberia City Hall, 803 State Highway 42, Iberia, Mo 65486 where the ERR can be examined or copied week days 9:00 a.m. to 3:00p.m., or via emailing a request to joni.wansing@loclg.org.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Holley Dake, Mayor of Iberia, 803 State Highway 42, Iberia, Mo 65486. All comments received by publication date plus fifteen days will be considered by Holley Dake, Mayor of Iberia prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL
CERTIFICATION
Holley Dake certifies to the State of Missouri that in her capacity as Mayor of Iberia consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the Environmental Certification and that these responsibilities have been satisfied. The State of Missouri's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Iberia to use HUD program funds.
OBJECTIONS TO
RELEASE OF FUNDS
The State of Missouri will accept objections to its release of funds and Holley Dake, Mayor of Iberia’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:
(a) the certification was not executed by Holley Dake, Mayor of Iberia;
(b) Holley has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;
(c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Missouri; or
(d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to State of Missouri Department of Economic Development, Community Development Block Grant at PO Box 118, Jefferson City, MO 65 l 02. Potential objectors should contact the State of Missouri Department of Economic Development to verify the actual last day of the objection period.
