Request for Proposal (RFP) for a Construction & Renovation Project

Funded by the American Rescue Plan Act (ARPA)

 

Notice to Contractors

 

The Village of St. Elizabeth is requesting proposals from qualified contractors for the construction of a maintenance building and the renovation of an existing well house in St. Elizabeth, Missouri. Proposals must be submitted by 6:00 P.M. on December 19th, either to the mailing address: P.O. Box 67, St. Elizabeth, MO 65075, or to the physical address: 160 South Walnut Street, St. Elizabeth, MO 65075, at the office of the Village of St. Elizabeth.

The scope of work includes, but is not limited to, the construction of a new maintenance building, external and internal improvements to the existing well house, and site grading and erosion control.

Proposals will be evaluated based on the following criteria:

1. Cost (50%):

Please complete the provided itemized spec sheet, ensuring that costs are included for each listed item. Any additional costs not reflected in the spec sheet should be clearly detailed, along with appropriate justifications.

2. Experience (25%):

Please submit a list of relevant projects recently completed or nearly completed, including project descriptions and timelines.

3. Availability (25%):

Please specify your availability to start the project, including the earliest possible start date.

This RFP does not commit the Village of St. Elizabeth to pay any costs incurred in the preparation or submission of proposals.

The selected contractor will be required to ensure compliance with all federal, state, and local regulations, maintain accurate records, and submit all necessary documentation as required for federal reporting and auditing purposes.

The Village of St. Elizabeth hereby notifies all contractors that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

The Village of St. Elizabeth reserves the right to reject any or all proposals and waive any informality in the proposal process.
