PROFESSIONAL ENGINEERING SERVICES:

DESIGN AND INSPECTION

SERVICES

The City of Eldon, Missouri requests statements of qualifications for engineering services to assist with its Rock Island Trail development project. The city’s project will be partially funded through the Recreational Trails Program (RTP). The city will require plans and specifications for the proposed project and construction inspection once it is under contract. The project is to develop the stretch of rail line from the city’s western boundary, at Hwy. Y, to Mill Street on the abandoned Rock Island Trail. The approximately 3,700 linear feet of trail will be developed using Missouri State Parks design guidelines so that it will seamlessly match the full length of trail as it is developed. The city intends to create a 12-foot-wide trail surface of aggregate material and place signage/markings at intersections with streets. Included in the 3,700 feet of trail is a 12-foot-wide concrete portion that will be approximately 800 linear feet. The project will rehabilitate the Rock Island Maintenance shed into a bicycle service center. Lastly, lighting and PTZ security cameras will be installed to cover the trailhead path. Federal funds are being used in the project, and all relevant federal, state, and local requirements apply.

Information provided to the commission must include at a minimum:

(a) The specialized experience and technical competence of the firm with respect to trail design or related work (Relative Importance: Medium);

(b) The capacity and capability of the firm to perform the work in question, including

specialized services, within a period of 18 months, (Relative Importance: High);

(c) The past record of performance of the firm with respect to such factors as control of costs, quality of work, flexibility in payments, ability to meet tight schedules (Relative Importance: High);

(d) The firm’s proximity to and familiarity with the area in which the project is located (Relative Importance: Low); and

(e) References from all previous clients involved with the firm within the past five years on

similar projects, specifically federally funded projects; (Relative Importance: Medium);

(f) Documentation of compliance with E-Verify requirements.

The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost will be negotiated for design and inspection. The ability to begin work immediately, plus (b) and (c) above, shall receive primary consideration. The requested information should be submitted no later than September 15th, 2023, at 10:00 a.m. to:
